You can believe that if you want, but it's wrong. Nothing establishes Beerus as even being comparable to Jiren or UI Goku. At this point people are inflating Beerus for the sake of it. There is no "moving goalpost" for Beerus' power. There never was. That's purely a fan made concept.

Nothing states that Broly was the first to surpass Beerus.

No, it was never stated that Goku can only beat a God of Destruction upon mastering Ultra Instinct. That is what's being made up. SSBE Vegeta beat a God of Destruction and Goku completely eclipses that level in Omen. The Gods of Destruction were already surpassed during Goku and Jiren's first fight.
