I think it will be like that classic shonen ending. Goku becomes the strongest but it is only the start of a new adventure like GT where Goku goes off somewhere, leaving everyone behind.

I think it was all a facade, lying to himself in his heart. He knew there would be no real consequences to his actions because of the Dragon balls and Goku simply caught him out on his bluff.

Raditz has good potential in terms of genetics since he is a part of a warrior race. However, a big theme in Dragon ball is overcoming your limits and that goes for everyone, Non-Saiyajin or Saiyajin.
