No, a Kaioshin of Space must have control of space, such as expand or decrease it if they want to, for example. The regular Kaioshins don't seem to have such power, they just govern the living and dead worlds and create planets and life-forms.

If Toriyama says Super is more canon than original manga, then it is. Word of god > headcanon of fan. Toriyama owns the story, fans dont get to choose what canon is The words in bold is called headcanon.
