I agree with the above. It seems with Old Kaioshin and Kibito-Kaioshin that Kaioshin was more dominant than the witch and Kibito. Vegetto and Gotenks seemed to be more 50% Goku and 50% Vegeta / 50% Goten and 50% Trunks.

Fusion Zamasu messes that up, but meh.

Even then, there's still no way you could consider Goku and Gohan "fairly close" or "on par" when Goku said he was absolutely no match for Evil Boo (who Gohan easily smacked around).

I'm gonna go with no since Goku's reason for not being able to test Fusion is that no one in the afterlife was on par with him.

What about Gohan? He's in the tournament to win yet is fine with fighting in base knowing 18 wouldn't let him win (she wants the prize money too). I doubt he'd go back on his word considering he's the one that proposed the no-SS rule.
