A fully realized Uub would be absolutely more valuable than Gotenks. Gotenks can only exist for 30 minutes, while the Tournament overall lasts for 48, and SS3 eats away at their fusion timer. Freeza and Gohan are the two strongest, but I'm not sure who's stronger. Broly is more potential than actual power, but he's in this list either way.
