Those are bootleg Chara Puchi figures.
There was one set of official DragonBall Christmas ornaments I can think of. They were made by AB Groupe and released in Europe. It's a six pack of small 2 inch figures of Goku and company in Santa suits.

I have the Majin Buu playset from Jakks Pacific and it's an amazing piece. It comes with 4 micro figures (less than 1 inch tall, if I remember) of Goku, Vegeta, Buu and Vegetto as well as a ton of accessories and bits of Buu's innards. The Goku is from Banpresto's HQDX line, specifically series 03 of that line. The other figure in that series was Freeza in his final, buffed up form.
The Freeza figure in your image is from Bandai's Real Works figure line, specifically series 04.

The hybrid figures are definitely the best match. They're the same scale as the Ultimate Collection figures released by Bandai America. The Goku on the left is the Ultimate Collection one and the one on the right is the Hybrid Goku.

While I don't think $62 is a particularly attractive price for those HSCF SS3s (I wouldn't pay it), you're simply not going to find those figures for around $25 dollars easily, if at all.
