A much simpler answer is that the Dragon cannot grant any wish beyond the powers of it's creator. Earth's dragon couldnt destroy Vegeta and Nappa... and I'd assume Namek's dragon didn't have the power to restore the core of a planet (at the time...), similar to the way it can't restore more than on...
