IIRC, there's nothing in the manga that says Vegeta was a Super Saiyan when the androids arrived.

Chichi gets a bad rap compared to Videl because not only was her solo fight in the ignored pre-Z era (and especially in the super-ignored 23rd Budokai), it was against Goku, so she looks way weaker than she is. ChiChi is also the "Mom" character, who keeps telling the guys not to go do fun...

In the buu sag SSJ3 Goku~ssj Gotenks are pretty equivalent. Taking the 10 year gap Goku by EoZ should be above Buucollo but still below Gohan but by a small margin. SSJ 3 Gotenks was only about 4x above Goku in the buu saga. Gohan was anywhere from 50% to 75% above Super Buu (ssj3 Gotenks equivalen...

It's not quite that GT is inconsistent (though it is quite a bit), it's that GT operates under the idea that everybody is able to get stronk fast without much special training.
