When people say someone has "no personality," this is not meant to be taken literally. What they mean is the person has a very dull and boring one. In Jiren's case, he's the main antagonist and also written inconsistently, which makes his case worse. Not sure how he's written inconsistent...

If they want Jiren to subvert expectations, his wish should not be to revive his fallen loved ones. Instead, his wish should be to call forth the villain that killed them.
