Why wouldn't he be able to form a Genki-dama or execute a Kaio-ken? Goku's cell's were extracted during the battle against Vegeta, at which point Goku knew both techniques. I mean most people that have heard of these titles have either purchased the original title for super famicom (God knows how) or have gotten the roms. So basically, if people want to play it, why not provide it to them (Nintendo/Bandai would be making money from it and I'm sure they won't mind...)

There should be a re-release petition for the super famicom titles (like the butoden titles, RPGs, or even Hyper Dimension).
