Many people says that Whis time travel power was a Deus ex machina but my question is :

1.How can it be ? when said power is stated at the begining/first minutes of the movie therefore it didn´t come out of nowhere.

Well is easy to say that something doesn´t make sense when we actually don´t have enought info. We can just only wait for info to be realease or wait for the movie to answer said question. As i said before we don´t have the context for what´s happening/will happen in Fukkatsu no F.
