It was a huge thing only because someone made a silly video on youtube. That's the only reason that decision was made. Nothing to do with broadcast standards or censorship. They dubbed the correct line for the home release. But it was in the US broadcast solely because it was a popular internet meme...

You could try MS Gif Animator. It's incredibly simple though, and I'm not sure exactly what kind of functions you'll need. You can set the time that each frame displays for though.

The reason for this is that Japan just makes too god damn much of the stuff. Few people are going to buy anywhere near the amount of anime they would like to watch, simple because there's tons of it and it would cost a fortune.

Okay, I searched for the word "spastic" on this forum and no Kai dub topics showed up, so I have to ask... Why? I mean, I knew the Kai dub would have some cursing, but I was actually shocked when Vegeta referred to Nappa as "brick-headed spastic".

I can't shake the thought that Abridged Nappa was an influence when they were dubbing him for Kai. I'm just watching episode 11 (of Kai that is) and it really seems that way.

Yeah, it would never occur to me that #16's voice was supposed to be an Arnold impersonation. They just gave him a flat, boring, monotone voice because he was a flat, boring, monotone character.
