Next year is the 30th anniversary of DB and the 25th anniversary of DBZ. Having the Buu saga of Kai coming out next year would make sense to release it.

"Should be" so it's not a confirmation that Kai's Buu arc will be released in 2014.DBZ Kai buu Saga should be released sometime next year. We're just waiting on dubs etc to be finished

They're just a distributor/sub-(sub-)licensee. As far as I'm aware, they don't actually PRODUCE anything of their own (at least in terms of anime), but rather release other companies' productions.
In this case, it's FUNimation's Dragon Ball, similar to what Manga UK has been doing with the orange bricks.

Yeah, Madman is pretty much the single largest distributor of Anime and foreign production materials.
As cool as they are for doing it for us, they can fluctuate at times such as they never brought over the Dragon Boxes for us (WHY?!) and yet they bring over the Level Sets even though it pretty much was common knowledge at the time that the Levels were already suspended (Not that I am displeased with this. Level Sets FTW).

I can't believe it's so long to make the remaining saga. And yet, we had recent kind-of-proofs that they're not even done with it in Japan yet.
It feels much quicker when you get one episode a week to watch while the production is still on-going, but when you get zero episode until every single one has been produced, you realize how much time it takes to "Kai-fy" a saga, the wait is just unbelievable.
What I find very weird is their plan not to air it in Japan: the episodes are there and ready, with the Japanese dub. What would it cost them to just throw them on TV now that they're (almost all) ready?
I would understand what they probably initially planned: "it's not selling as well as we wanted, so we stop producing it and that saves us money". That's how it goes with TV. But now that the episodes ended up being produced and are up and ready, now that all the money and production time for those episodes have already been spent, they might as well throw them on TV, it would still be better and more profitable than if they don't do anything with them at all.
Plus the fact that Battle of Gods has attracted attention not so long ago. And that all Japanese fans who were caught by surprise and upset that the series supposed to be a DBZ upgrade actually stopped the Z story mid-way would not think twice before watching it every week now.

These episodes appear to be in production at the same pace as the rest. They'll come out whenever is most convenient for the licensees or Toei.

Japan has this weird television system where everything is determined through available timeslots; It's why shounen shows such as DB are filler-fied and can't just take a break; they'll have to give up their slot to something else. As Kai was supposed to be a marketing tool and failed at it, they weren't going to go through the trouble of securing a Fuji TV timeslot and ad space for a dud.
