A marvelous theory regarding SSJ Blue and Godly Ki

The question everybody never seems to answer is why Goku and Vegeta are able to sense Divine or Godly energy even in their base forms? Vegeta wasn't gifted the SSG form to absorb into his own so how do we explain his sudden and miraculous transformation? And nothing Whis did in my opinion gave them special powers. They just lifted a bunch of heavy shit, and ran around doing chores. How does that grant one God Ki? It was hinted that in the BOG that Vegeta somehow was following the action of Beerus and Goku. You could say that most mortals aren't as strong as Goku and Vegeta and that's why they're able to sense the energy after remedial training with a deity/Angel, but how do we explain characters like Toppo, Jiren, Hit, and Golden Frieza?
