Level Of Fighters in tournament of power

Thought this would be interesting to do in the build up to the tournament. See where the warriors rank in terms of power and tier from each universe. Below is a list of all the fighters (that we know of as of now) from the universes participating.

Now, for the ranking of warriors. Firstly:
GOD TIER Fighters (Anyone who is God level, i.e. power to challenge gods of destructions, angels etc.)
In no particular order:
- Hit (6)
- Goku (7)
- Vegeta (7)
- Frieza (7)
- Jiren (11)
- Toppo (11)

Now I need help with the following categories
01: FIRST CLASS Fighters (Not God Tier, but are still legendary when it comes to mortal power, e.g. Gohan, 17)
02: SECOND CLASS Fighters (Above average, strong warriors e.g. Piccolo, Frost)
03: AVERAGE (Standard fighters that can be considered average universally, e.g. 18, Basil etc.)
04: FODDER (Weak fighters, with basic level of power e.g. Tien, Krillin, Roshi etc.)

So I need help with everyone to put the warriors we know to each of the categories
