As for U6 arc, that went a tiny bit better for him. Vegeta not letting him get his turn might be interpreted as him believing Piccolo might actually stand a chance of winning, and he really wanted a go at Frost. Yes? No? Maybe? Still bad, but not ROF bad.

Both GT and Super were both made by Toei,so somebody on the writing staff must really not like Piccolo,or they just did it for fake tension and to fill out episodes.
I doubt its a animation thing,if you ask me Piccolo vs Rubalt seems to me like a case of them not wanting to animate Piccolo fighting.
As for the U6 arc,thats just a case of giving him his win to somebody else.
