Not sure why people are saying we don't know what Freeza's capable of when his fight with Goku prior to the ToP showed us exactly what he was capable of, which is a peer to SSB Goku. Nothing more, nothing less. He's not on Goku and Vegeta's current level unless he somehow gets a power-up.

Gohan did nothing to show that he's above 17.

Android 17 was able to spear right through an attack that was pushing back five SSB-tier fighters. The attack itself wasn't even budging until Android 17 actually began physically pushing it; which he was able to push right back to Aniraza's face. Probably one of the best feats in the entire tournament.

Prior to all of that, a fully powered Kamehameha from Gohan wasn't able to do anything to a much weaker Koichiarator; basically adding even more credibility to 17's feat against Aniraza.

A suppressed Android 17 was able to give a suppressed SSB Goku a great fight. To what extent the two were suppressed is not known, but 17's facial expressions imply that he was hardly even trying. Gohan on the other hand had to beg his father to go all out; and when his father finally complied with said request, he was utterly humiliated.

Android 17 was able to tangle with Toppo while Gohan's sneak attack failed miserably, resulting in 17 basically having to save him.

As for Roshi, even barring all feats, he completely owned Tien, so I'm not sure how this is still debatable.

Your logic makes zero sense. All it showed at the very least that he was on par with SSB Goku who he knocked the Blue out of while he himself remained in Golden. You can't even use a short spar with one punch to determine what he can really do in a real fight since it was never said that he used all he had against Goku there since we know Goku didn't either since he had SSBKK. Vegeta fanboys have been going on for months that Vegeta had to be hiding something based on absolutely nothing just so he could somehow be on par with Goku yet Frieza apparently can't be doing the same thing? Lol.

Nearly perfect. I'd put Piccolo above Buu, but I'm a Piccolo fanboy and Gohan and #17 might be interchangeable. I hate to bring him up because I thought his power boost was contrived, but where would Tagoma fall on this list?

#18's a question mark for me too. Sometimes she appeared to be nearly as strong as #17 and I think her one shooting Ribrianne does put above Cell tier. I had Piccolo comfortably above her until I saw that. And the elimination order may vaguely imply the power heirarchy.

I always thought he'd get Ultra Instinct. I was hoping that's why he was observing Goku and saving him, so he could learn by observing.

How is 18 above Piccolo? Piccolo is almost Ultimate Gohan level. 18 hasn't gotten any big power up, she is SSJ level. Piccolo surpassed her in Z, and has been training ever since, 18 has not.

I'm thinking Toyotaro will be far more conventional then the anime. 17 won't get wanked as high, but perhaps Gohan will since he's looking like adult teen Gohan . I think he'll want to use the Piccolo/17 dynamic too, something the anime staff missed out on. But I'm honestly not sure what he might do with the humans. I can't properly guess his stance on them. I guess I can say the same about Frieza since the manga skipped RoF.
