Anyway, I'm so glad to see that Goku isn't huffing and puffing at this point, I was so sure after a few rapid fire ki blasts that'd be Goku knackered.

I don't see anything dumb about King Cold having transformations... the only issue is that they made his true form so absurdly strong. It's entirely possible he had other forms but just knew Trunks would kill him the moment he tried to transform after watching him kill Freeza (who was at least a little stronger than Cold's 2nd? form even in the heavily suppressed state he was in when he first arrived on Earth) so effortlessly. Freeza's transformations didn't seem instantaneous on Namek, so presumably Dad's the same way, if not even slower due to old age or something... especially with the DBM addition that King Cold pretty much never used his true form so he'd be even worse at controlling it than Freeza. If he started to transform he'd be dead before he had time to power up enough to actually trigger the transformation, so he went with the "try to get him to join you" and "convince him to give up the sword in hopes that the sword is super-special and he can't win without it" things instead.

Making King Cold have a final form with full power ranking up there with the Androids, yeah, that's when things get pretty ridiculous -- even if he was somehow stronger than Freeza at full power he shouldn't even be quite as strong as the future Androids (or the Androids at 50%, if you go with the "present/future Androids are actually the same strength and Trunks just never saw their full power in the future" theory), let alone #16. But just having forms beyond the one we saw him? Nothing really wrong with that.
