I wonder who is asking this question? Even more so, who is going to be revived? I sort of doubt the one being revived is an old character, but if it were...it would be interesting if it were Freeza, given how often Toriyama keeps mentioning him.

I think that was more of a promotion for the game then an actual plot point

A revive? Not sure about my thoughts on it, but given the db's limits, I guess it makes more sense for the despair top be more the villain's powers than the wish.

It'd be great if it were that reality warper ala Janemba, but more dialogue (more cerebral?).

I don't see how they wouldn't somehow be a threat. Or, at the very least, a small group of them could become a threat.

And it was said this movie would most likely have a heavy Vegeta focus. Maybe the Prince of Saiyans wanted to wish his people back? (Although by this point that would be a little OOC).
