KeyHole TV: Now You Can Watch DragonBall Kai!
I know a few people here know of this. Kendamu actually pointed this out to me but I figured a lot of people here would like to have this.
This program "KeyHole TV" allows you to watch various channels from Japan, one of them being Fuji TV. You can find a download link and instructions on how to work it here:

Edit: I think it would be helpful if people would post where they are and what time they should tune in (in there country) to correspond with the time in Japan to catch DragonBall Kai.

It was developed for research purposes by Japan’s Ministry of Internal Affairs to test out P2P (peer to peer) technology. Keyhole TV is a good, reliable way to watch Japanese television, but don't expect anything near the kind of quality you get from regular broadcast television.
This isn't something you can watch from a comfortable couch on a big-screen TV. The video is broadcast in very low resolution, so you'll have to sit with your face close to your monitor with the video streaming in a window taking up one tenth of your screen. Expect the picture freezing regularly, expect the sound skipping, expect the sound and picture going several seconds out of sync, and expect having to disconnect and reconnect every five minutes or so when the stream either just stops or loses it's picture completely.
It's a convenient way to watch the series as it airs, but don't expect too much from it.
