Super Saiyan 3 rules

So I have a question about what's supposed to happen to someone's appearance when they turn SSJ3. In Dragon Ball Heroes, the Berserker starts out with hair as long as a SSJ3 -and when he goes SSJ3, his hair doesn't grow any longer. In stark contrast, once we were given SSJ3 Raditz, his hair did grow to a ridiculous and impractical length.

Also, Dragon Ball XV2 shows us that when a bald character goes SSJ3, they get the same length SSJ3 hair as everyone else. Heroes shows us they remain bald. Heroes adds that if one has a beard then that grows as well.

So my question is basically in either instance, which version is correct in how SSJ3 is portrayed?

Honestly, we don't know, as we've not had a case in-universe of characters with naturally long hair or characters that are bald transforming yet. Given the length of Gotenks' hair in relation to his body and Goku's hair in relation to his body though, it does seem more like Ssj3 makes the hair grow to the same length throughout, and doesn't do it in proportion to character height or anything, but whether this is due to it always growing out to exactly X length, no matter what, or if Goku and Gotenks' hair are just close enough length wise normally that it grew out to the same length at the end is unclear. One of the two long-hair versions though, the Berserker and Raditz, is most certainly incorrect though, but we have no idea as to which.

Logically, as far as truly bald characters are concerned, they shouldn't grow hair when transforming, as there would be no follicles on the scalp in which hair could grow. Now a character who has a shaved head would have his grow to some length, but to what exact length is an uncertainty.
