Mind to say where it was "implied"?

In the manga where SSJ2 Vegeta was able to fight evenly with SSJ Goku Black, who Full Power SSJ2 Future Trunks(and therefore SSJ3 Goku) would stand no chance against. The movie and anime versions, also never clearly stated that the boost was temporary either.

There's always someone overanalyzing things. Him saying that she's talented enough to gain SS3, doesnt mean she will. She seems to be more interested in Blue's power, which is a bit weird since she shouldnt be able to tell how powerful it is

Probably there's some special condition/feeling to have, in order to achieve SSJ3, that both Vegeta & Trunks hadn't figured out.

some people thought you only can gain it in the after life or in form of a magical fusion to explain Vegeta's failure to ever gain the form.

Now Caulifla shows some talent and Goku can see her gaining it mid fight.

What's the point of Vegeta going SSJ3 when he already got stronger than Goku (pre God ki) when Vegeta got angry after Beerus slapped Bulma. Trunks (in the manga) is also already stronger than SSJ3 Goku as well.
