Nope and I guess not seeing as in episode 77 of Super, he was asking Vegeta why he would stay for Bulla's birth, he was confused and didn't seem to be upset about stating he wasn't there for Goten's birth.

The first time Goku had a kid, it was Gohan.

Shortly after he learned he would have another kid, he committed suicide by teleporting to King Kai's planet with a bomb.

Considering how even Gohan didn't know his brother that well, why would Goku feel bad for having seen Goten being himself, by the time he fought against Trunks in the tournament?

Likely not, judging by how he wanted Vegeta to leave a pregnant Bulma for however long to train, and just Goku's overall character.

No, he doesn't care about things like that. He doesn't like when people are hurt or killed, but he sees no problem leaving the people who love him as we see time and time again.

I don't think Goku knows that you're supposed to feel bad about that kind of thing.
