A mainstream interpretation is that SSJ Gotenks was at least as strong as SSJ3 Goku. Meaning that SSJ3 Gotenks was at least 4 times stronger than SSJ3 Goku. And Gohan was significantly stronger than that.
Meanwhile, this Vegeta is a fresh SSJ3 fighter, which means that he's not even as strong as Goku was in the Buu saga yet.
Ultimate Radditz could be 3 times weaker than Ultimate Gohan and he would still be pretty above this Vegeta which would be more than 4 times weaker than Ultimate Gohan. And Ultimate Radditz doesn't even need to actually be stronger than Vegeta since, as long as he is about the same, the drain of SSJ3 would be the deciding factor between them.
Even though DBM's interpretation regarding this isn't pinpoint clear, they do seem to lean towards something similar to that mainstream interpretation.
And we do have to remember that Kaioshin's upgrade is supposed to bring forth the fighter's potential far beyond his limits, and make him not even need transformations (which was why Gohan didn't need to use SSJ3 or any SSJ, even though he was far stronger than he would be if he had reached SSJ3 instead of achieving Ultimate). So, even for Radditz, the upgrade should be a big deal and make him stronger than he would be with transformations (aka SSJ3).
But more importantly I didn't think DBMU went with those multipliers. I thought they didn't have any multipliers stated but went with set levels or tiers. So for instance they said not counting special cases like Fusion and daughters of fusions any SS2 would be stronger than any SS.

Does that mean Vegetto SSJ3 can beat Buu U4? Not clearly. SSJ3 takes all of Vegetto's energy very fast, and Buu still is the most difficult thing to kill in the universe. And if Buu isn't killed, he isn't beaten.

Can't say I never thought of SSJ like taking a smoke lol but it does make sense as you're essentially making your body produce 50 times its regular power which only goes up the higher up the tiers you go.

I know the mastered forms throw that out the window but not necessarily for the untrained, graded or upper tiers of SSJ.
