Saitama knows Goku has too much hair to be a challenge for him, hence why he's unimpressed.

He might care about how strong the adversary actually is but not how impressive-looking and flashy his power up is, which was what I said.

That's the whole point of the gag behind his "ok" reaction, him not being impressed at all with Lord Boro's flashy power-ups (or his containment armor) even though he actually admitted afterwards, after fighting him, that Boros was strong. If Saitama met Goku, he wouldn't care at all about how impressive-looking Goku's transformations/power-ups are and that's the idea behind this gif.

- Boros says that his restraining armor, that had been holding down his power, was now broken (AKA Boros will now have a power up);

- Saitama says "ok..." with that expression;

- Boros, as announced, powers up in an extremely flashy fashion;

- Saitama continues with his "ok" expression.

Conclusion, Saitama's response was regarding Boros' having a (flashy) power up after having his armor broken.

So, I fail to see your point. You are forgetting that what Boros was talking about was him having a power now that his armor was broken, and you are forgetting that Saitama kept his "ok" expression for all the flashy power up sequence.
