I like the artwork. This is what I would imagine a American Dragon Ball comic book series would look like if IDW or Boom! Studios publish one.

When you go to the DBM Universe Listing Page (http://www.dragonball-multiverse.com/en/listing.html) and you look at U19 (Helior) the message written for them is:

Isn't U13,part of most of the universes? Because we now see Helior's fighting force active in two universes. Not a problem, except apparently in U19 they ransacked the PTO. and later destroyed Buu. So how the hell can these same fighters in one universe be the saviors of the galaxy and in another lose to flunkies? And you know they will lose to Raditz and Kakarot because this is their universe and story.In most universes, planet Helior was never attacked and lived in peace, as Freeza's empire was destroyed by other people. In this one, they were attacked, fought back and won. After that, they went on destroying all Freeza's empire.

They probably hadn't yet decided to use helior in the backstory for this universe when they wrote that.

Let's say that now the DBM Heliors are retconned. I'm fine with that happening. This was apparently the planet Vegeta and Nappa wanted to get Goku to help with, going by what Raditz said earlier in this special. So I'm guessing the reason they were never attacked in most universes was because Raditz, Vegeta, and Nappa all came to Earth, got their butts kicked, and then (in Vegeta's case, being the only not-dead one of the three) abandoned the whole attacking-planets thing to go to Namek, so nobody from Freeza's forces ever ended up going after them in the end.
I'm assuming that in this universe the Saiyans attack before Helior's armor/weapons have been developed to anywhere near the level we see in the tournament, so they'll be able to beat them... they have the battle armors and everything, they're just not nearly as good as the ones they had later on (in another alternate universe) that were powerful enough to defeat Freeza's empire. On the other hand, in the universe where these guys are the tournament contestants, they had more time to develop the armor/weapons and ended up making them ridiculously powerful before anyone from Freeza's army came after them (we know the Ginyu Force's next assignment was Yardrat, so unless Helior was high priority enough to be next in line after that, chances are that nobody would've gotten to them for a while.)

There is a whole fanfic (available in English) to explain it. But in short: the first difference between u13 and u19 is that Kakarotto didn't hurt his head. When Raditz comes to take him back from Earth what happens is: in u13 they go away together, train and attack Helior just the two of them. In u19 Helior is attacked at another date by Vegeta, Nappa, Raditz and Kiwi. The whole story is being published now so we can be sure yet what exactly happened but so far it seems that the difference of date of attack was the key. Most likely their weapons in this universe aren't as powerful. They are lacking a few decades of development and its another universe. Pretty easy to fit.

The attack takes place around the same time - at most a year of difference. It's rather the problem of numbers - in u13 there's just one ultra available. In u19 the attacking force under Vegeta encounters several ultras so the odds are different.
