It's stated that they only realized that they needed the ultras for the tournament when they saw that the power of the opponents far surpassed the frost demons.
Meaning that their non-ultra armor should have handled fighters with power up to around Freeza level, and thus the lack of ultra armors shouldn't be a problem regarding kakarotto and radditz.
And since they expect a ultra armor to handle a fighter that far surpasses Freeza in a one-on-one fight in the tournament, a ultra armor should take out two fighters like kakarotto and radditz very easily even with its basic attacks.
Unless their equipment is not as powerful.

I believe that their equipment also grants them speed and protection. Otherwise, even with their offensive weapons, they would be useless against someone like Freeza.

No. U13 is quite different and definitely not a part of most of the universes.

So...where is the true story? Is it in the Universe Listing where Heliotes was stated to be in Peace except in U19, with their basic armors able to wipe floors of flunkie Saiyans according to the above page? Is it in the fanfic, where unless the Kollocks died off except in two universes the Heliotes were already battle ready, or is it in the U13 special where because reasons Freeza did not do as he did in the fanfic, causing Raditz and Kakarot to go to Helior early and utterly ransack everything?

I haven't read the fanfic, so I couldn't tell you about that, but it's easy to fit the description that you quoted, this chapter and the main comic. The description only talks about
most universes, not all, so no real problem arises from that. As for why Radditz and Kakarotto will succeed, its probably due to a combination of their armor not being as powerful as in the tournament plus most of the ultras being off-world.

So wait, why are we assuming that Kakarot and Raditz will succeed? I mean, obviously they're still alive in the tournament, but they could just as easily get their stuff stomped in. As long as they live through the fight, there wouldn't be any contradiction regardless.

Because they were picked from their universe as the strongest. Everything points towards the helior guys being out of the picture.

But maybe in the universes where they killed him, he just let them hit him. Freeza seeing a slow attack and measuring hardly any ki on his scouter might just let the blade slice hit him, like he would cockily let Nail strike him. Maybe Freeza's men scarpered after that, and the empire fell apart, giving the Helioites time to create their new weapons and then hunt down his subordinates.
Has anyone considered that maybe the Helioites got super lucky in that Universe? After all, all of the multiverses are picked out of an infinite number of variations, so anything that can happen according to DB "physics", however unlikely, will have happened. You take infinite chances at something one out of a quadrillion, and eventually you'll get it. It's the basic implication of an infinite multiverse.
EDIT: It seems like it just says "many" in the comic, but considering that Universe 18 is actually a 13 digit number in terms of Universes the Vargas have been counting, the basic point still stands.

I see...well, technically that could just mean that the birds mistook raw strength for fighting prowess. I mean, maybe the only reason the Heliorites were chosen in U9 was because they already killed everyone else. The saiyans were killed, the Frost demons were killed, Cell was never born, and Buu was never awoken. So their "raw power levels" happened to be the highest.
Whereas with here, the Heliotes could win, but still not have raw power levels higher than the Saiyans (who are obviously going to get much stronger later on, with later Super Saiyan transformations). I mean, according to the FAQ, this is how the birds found their contestants...
They have a "magic" detector telling them who are the strongest of the universe.
And that's all there was to it. No regards to tactics or fighting know-how or anything of the sort, just "who's the
strongest".

If that was the case they shouldn't have picked up any helior. I'm pretty sure that somewhere in their universe there was someone with more natural power. People like Yakon would surely have more natural power than them.
Not to mention that they also picked up the androids who have no natural power to be sensed.
There's no real point thinking too hard about how their detector works other than it works.

The Helior guy in the tournament kept up with #16 in speed and took several hits from him. And #16 is much stronger than Freeza. They didn't just get lucky.

Also, am I the ONLY one who thinks of
this clip every time he reads "take this!" in a comic? That line delivery was so hilarious that now it's permanently ruined that phrase for me! I can't hear Kakorot saying that in any other way other than him going "uh-TAKE THISSSSSuuuuuuuuuggggghhhhhh...."
