Yes Whis may have said that there was nobody above Zeno, but so what? That doesn't mean anything in Dragon Ball. They said the same thing about Kaio, Dai Kaio, Kaioshin, Freeza, Majin Buu, and perhaps a few others.
If Akira Toriyama wants to introduce someone above even Zeno, he can easily do it. At this point it doesn't even matter anymore what's previously been stated, since retcons are pretty common in Super afterall.
Here's what i think will happen in the end!
