Quality should be referred to the "eye-portion" of the show (what you see in terms of art and animation) or else Toriyama wouldn't have specified it. It's obviously not about strength since Tien has more stars than 17,18 and Buu and i doubt it's anything relevant considering Buu is there and we know he won't be fighting in the tournament.

Seeing Buu promoted in these advertisements knowing he gets replaced makes my blood boil. Why did they advertise Buu so much if they knew he wasn't going to be in the tournament? And the troll is slightly different. In the Champa Saga, Buu didn't fight and had no replacement. Here, Buu did fight, although not the main tourument, and he got a replacement. So Buu did do something for the team this time.

He does have some hacked skills but since hes kind of ummm...."slow" there were ways to eliminate him.

The stars represent how well the characters are expected to perform at the tournament. Note that this isn't revealing what will actually happen, it's just a "prediction" ("oh, Kuririn has tricky techniques so he gets 5 stars, Kamesennin is old but strong so he gets a little less", etc etc).
