Quality should be referred to the "eye-portion" of the show (what you see in terms of art and animation) or else Toriyama wouldn't have specified it. Just my opinion, though even if Toriyama complained about the story it would be easy to fix it for him if he started supervising more - so at this point what we're seeing (and what we've been seeing ever since that comment) is likely fine for Toriyama or he would have already stopped working on Super.

It's obviously not about strength since Tien has more stars than 17,18 and Buu and i doubt it's anything relevant considering Buu is there and we know he won't be fighting in the tournament.

Strength is definitely not the only factor, but it might be one of them .

Seeing Buu promoted in these advertisements knowing he gets replaced makes my blood boil. Why did they advertise Buu so much if they knew he wasn't going to be in the tournament? I'm still pissed off by this bait-and-switch, especially since this is the second time it happened after the Champa tournament.

It wasn't pointless since it foreshadowed Buu falling asleep and Goku learned to blind people with ki spam.

And the troll is slightly different. In the Champa Saga, Buu didn't fight and had no replacement. Here, Buu did fight, although not the main tourument, and he got a replacement. So Buu did do something for the team this time.

We did get more from Buu but the question really comes down to whether or not it was a good idea to do basically the same thing twice when a lot of people, myself included, really wanted to see him in the tournament.

He does have some hacked skills but since hes kind of ummm...."slow" there were ways to eliminate him.

I would love to see the U7 Saiyan Trio face the U6 Saiyan trio.

Vegeta vs Cabba II, where Cabba unlocks Blue.

Goku vs Caulifla, fighting genius vs fighting genius

Gohan vs Kale, this one could be one of the best fights in the ToP, Gohan seeing Kale would remind him of his old self and how much he has changed since he was a kid, when he was depending on rage power to win fights.
