Hey, I was one of the people that assumed 4,000 was his suppressed power, and that he increased to 6,400 or something later. Just want to point out that the earthlings weren't really on par with the Base Saiyans through the series. In the Android arc, Krillin, who is the strongest, is obviously weaker than Gohan, who is probably weaker than Base Future Trunks (the weaker of the 3 SSJs at the time). I have no idea how they got so strong, but Tenshinhan can apparently fight on par with Post RoSaT Trunks in the Bojack movie. But that's a movie made by Toei, and we know how much Toei overrates Yamcha and Tien (such as the Cell Jr fight or the Kami training). We don't know how they got that strong, but that's probably for the best too, since it's gotten worse every time Toei's tried to explain something. I just think that it's note-worthy that the guys working on the current Anime think that the Earthlings are close to the Base Saiyans in power.
It's not contradicted by anything either, so it shouldn't be too hard to swallow.

It's indeed contradicting when thinking about it. If "Earthlings < Base Saiyans" was already implied in the Android arc, then we have "Earthlings <<<<< Base Saiyans (post ROSAT)". The gap is already too big for the earthlings to catch up to the base saiyans. In their first match, Hit was stronger than SSB Goku without the Kaio-Ken, but in their second match, Hit and Goku were about equal. So it seems like Goku's power grows faster than Hit. Which would put current SSB Goku as slightly stronger than Hit.
