I noticed that it was only one-handed when he used it against Super 17 (at the time the attack was introduced). The first 10x Kamehameha was pretty intense.
Otherwise...yeah.
If a misfired blast was able to destroy 1/10th of the worlds population the first time Goku fought Majin Boo, how come the fights in GT didn't, like, break various laws of physics with each blow?

Yeah, that Vegeta-attack image looks like the Final Flash. That's what he calls it in the Funi dub. Haven't watched the original version, so it could just be called the Final Shine in the original for all I know.
He does do the Final Shine Attack once with only one hand, against Super 17. But that's about it. The Final Shine is Green, while the Final Flash was always Blue. In the image, it's Blue. If it is the Final Shine, it's probably just the animators being to lazy to color it Green.

No, on the original japanese audio (and Daimao's sub) he scearms "Final Attack" when using that technique on Omega Shenron. It's likely that it's a suped up version of his final shine attack like SS4 Goku 10x Kamehameha. Or mabey a script slip up like Gohan's Masenko/ Kamehameha in the saiyan arc.

Oh I did. There wasn't much surrounding area damage in GT, which inadvertantly made me think that the characters weren't that powerful.
