I don't think anyone ever outright said this, but there were art that had him as part of the group during that time frame, leading fans to believe that was the plan before Toriyama changed his mind.

As far as I know, Toriyama’s decision to put Goku back in the leading role happened fairly early on in the Boo arc.

Heck, I REMEMBER there being a thread on Kanzenshuu full of unused movie stuff, but I can't find it now.
Turles was supposed to have some different henchmen for one, there was even a scan of it.

Another one I know of is that Z Movie 12 was also supposed to have Cooler, Slug, Raditz and Nappa.

Differences: Piccolo still has his cape on, they're in different poses and with their auras on. Broly is drawn more detailed and closer to the screen.
