So all you need to be the strongest in the universe is to just wish it?
So Granola wishes to be the strongest and he gets it. And this is with standard dragon balls with limitations, so if Vegeta and Goku really in their hearts of hearts wanted to be the best all they need to do is go Collect the super dragon balls and wish to be stronger than the grand priest and they would be nigh unstoppable (just short of Zenu in power).
Also, the downside of granola wish can easily be circumvented by wishing for immortality. Goku and Vegeta really are going about this getting stronger the wrong way.

First of all it's Elec that wished for it, and secondly it's not even confirmed he wished for exactly the same thing
Besides Macki's speculations, nothing suggets Gas got any stronger than he was in his previous body.
We have to wait a few chapters to see how it turns out.

You have to actually have the potential apparently. If Mr. Satan made that wish, he might get as strong as Master Roshi but not much more.

Goku wasn't happy with getting Super Saiyan God with the help of friends, so wishing to be strongest is out of the question. I think the journey is as important as the results to them.

As has been mentioned...
a.) The recipient of this wish needs to actually possess the latent potential to become "the strongest"(with their lifeforce also factored into the equation.) If you don't have that preexisting potential, then there's only so much this particular Dragon can do.
b.) We don't yet know what Elec wished for, exactly -- the wish itself wasn't shown/stated on panel, and no one aside from Elec was present when the wish was made. Therefore Gas being transformed into "the strongest" could simply be a ruse.
...A wish from the Super Dragon is obviously a different matter, however, as its wish-granting abilities are entirely unbounded.

That person could be the strongest in the multiverse, but they would not be "infinitely" strong. They are still "ningen", so they would have a potential limit they cannot surpass.

Wishing for Goku's body is all around a far better use of the Dragon Balls.
Wishing to be the "Strongest" has an obvious caveat, the fact that you are the strongest only as far as the exact moment of the wish is concerned. Then, say, if someone trained 10 minutes and somehow got a major power boost, you would no longer be the strongest. There's also the fact that if your species is fodder, like the Cereleans, then you can become the strongest in the moment, but when you are eventually dethroned by other people (like Granolah with Vegeta/Gas), then you won't be able to get back up. Because you're fodder.
So it's just better to wish for the body of someone strong like Goku, a body that you can infinitely exploit for Zenkai boosts.
The Dragon doesn't make you the strongest "of all time"; only the strongest "in the exact instant you make the wish". So, as explained earlier, it is a very naive and flawed wish. It doesn't protect you from being surpassed 10 minutes later, it has no insurance policy, and that's why Granolah was humiliated completely.

Wasn't that the point of Nappa and Vegeta came to Earth for the Dragon Balls, to wish to be the strongest in the Universe?

Actually that's only Namekian Dragon Balls that have that caveat. Super Dragon Balls are the size of planets and there are 7 of them. There is a whole chapter in which Vegeta demonstrated how just wishing for strength doesn’t warrant victory, and that you actually needs battle experience to back it up.
Not to mention such wish reveals a flawed mentality, as a true tough warrior seeks strength by building it up on her/his own and she/he can continually grow stronger, while the one who makes this wish hardly will see further improvement.
It seems Granolah and Gas aren’t just complete fools and they know this, but they will probably be surpassed by Goku and Vegeta again.

I wonder if you could bypass the severe loss of lifespan with one extra wish.
Just wishing for Saiyan DNA then your potential likely rockets through the roof, especially if the wish grants you that DNA combined with your own as a hybrid.
Then wish to be strongest may have a far less severe asking price.
Alternatively requesting to be any race with great potential, not just Saiyan.
