Well, considering how small it is, it doesn't seem that surprising that no one noticed it. Can we get full screenshot of the frame?

Yeah, that quality's fine. I took a shot of the same frame, from the Dragon Box footage, and it seems the real flaw is just a poorly outlined (or, poorly aligned cel layer of a) rock in front of Piccolo's left leg, making it seem like it isn't there.

Ah yes that's much better.
It's a really odd shot to look at though.

In my opinion they'd have been better off reanimating him because the cropping just makes it look like a mistake.
