Yeah, that was Travis Willingham.

Honestly, I wish he didn't impersonate Dameon Clarke's Cell. =/ It'd probably sound better if he gave it his own spin.

While I still prefer Funimation's cast to remain the same, do think perhaps some villain could be voiced by Dr. Claw in a similar way. Or is that voice a little too over the top for Z/Kai?
