Proper development and world building would take more than 20 pages. Much more.
In this last special chapter, for example, we could have had a special telling us in detail about Bojack early life, why and how he came to be a criminal, how exactly their world was destroyed, detailed backgrounds for all the Bojack's crew, as well regarding those guys from Freeza's race, proper long conversations or exposition between characters letting us know more about them and their personality, details regarding the experiments and the evolution of their power, an detailed examination of what they did after leaving the complex, etc etc.... Pretty much all you can think of. Could this be done in 20 pages? That would be impossible.
Not to mention that some universes were probably thought up without an actual detailed timeline of all the things different in it compared to other universes.
For example, the girls from Bojack's universe were probably thought up as a group of girls with weird abilities from an unknown planet in that universe that for some reason doesn't exist or was destroyed or something like that in the other universes. They probably don't have many more details figured out about them. So, if they do a special about them, since it has to be short and they don't have that many details about them anyway, the special would focus on just some details that they decide on and then it would be done.
