Beerus is irrelevant since he's from a movie. But he was holding back massively anyway. Goku has zero reason to be holding back, given that he just went SS3 in an attempt to end. Mr. Satan has been hit three times (that I can recall) by people far, far stronger than him. He got backhanded by Cell and went flying into a mountain - his head didn't come off. He got 'lightly' punched by Trunks, who yes, was holding back, but that doesn't mean the gap between them isn't still extremely significant...and his head didn't explode. He got punched right in the face by Kid Boo, the LAST character in the series that's ever going to be holding back (hell, the whole part of him spitting out the fat Boo was to make it where he wouldn't have to), and he survived.
I concede, I forgot all about Gohan dealing with the Cell Juniors - that would definitely be a case of someone getting hit really hard by someone far stronger than them, and literally getting their heads blown off. And now that I think about it, there is also the incident where Nappa literally punched Tenshinhan's arm off, and Boo did punch Babidi's head into nothing. So there are examples of this, you've got me there. All those other examples you bring up though? They don't exactly factor in here because barring Tao killing Blue, none of them result in death; nobody's body literally gets torn apart just by being hit by someone stronger than them.
If anything, this just proves that that 'effect' is radically inconsistent and you can't really make a call on it one way or another with any success. So Freeza not getting his head knocked off by Goku there is perfectly legitimate, whether you like it or not.

It's never implied in the manga how much power they would lose aging that rapidly in such a short period of time, while suffocating and while being numbed by freezing cold.
Its perfectly subjective just how much power they would lose in those conditions.
Which is why we don't even need to argue that fighters being one-shotted in Dragon Ball is inconsistent. This scenario is a perfectly legitimate justification for Freeza to not be one-shotted when Goku is trying to one-shot him.

They do, very much so, because they're all examples of someone getting one-shotted with a bare minimum of effort. Recoome was only three times stronger than Krillin, and tried to hold back, yet he still broke most of Krillin's bones with a kick. Goku should have no trouble one-shotting Freeza here.

As much as I love Mr. Satan as a character and respect his hero credentials in the series, when it comes down to purely physical strength, Mr. Satan is only a champ among chumps (regular humans).

Note to yourself, never be 100% sure what's gonna happen in DBM. Goku might really lose this fight, he follows warrior code very strickly, so even if it's on his head. He still loses, because he agreed to Freeza terms.
