Bulma is a super genius. She created a Time machine with limited resources in under two decades by herself, not to mention the Dragon Radar, repairing #16 in record time, rebuilding Kami's old spaceship and even a watch that could miniaturize a human being. No other character besides Dr. Gero can even begin to compare to her in terms of intellectual capabilities and know-how that she can give Buu.
In fact, she's probably the sole reason why Buu is able to study the battle armor he stole from universe 19.

What the hell? How did you come to that conclusion? Has the obsession with power levels over the years now officially spilled over to using it as a measuring stick for bloody IQ? The shit really needs to hit the fan about power levels sooner rather than later.

I'm not sure why an absorption would cause Buu to experience a massive power drop...even the fat Kaioshin didn't really weaken him as much as just tame him.
