Also, the art on that last panel looks so accurate to the DB style it's crazy. Kinda reminds me of GT Pan somewhat with that mischievous smirk.

Technically this could be happening instantaneously too, being a dream and all, and we're just privy to seeing what Oob is dreaming for it whereas with Goten and Trunks we're not.

Because Buu is a dick. More seriously, nothing says he needed to infiltrate Uub's dreams to give him magic. He just said that he wanted to talk to him.
XD jokes aside interesting way for Buu to teach Uub magic...wait can Uub even use magic?
I think magic is something you can learn, rather than something you're born with.

I think Buu is pulling an Inception. Planting the idea in Uub's head that he wants to learn magic by using his memory of this girl to suggest it. That will lead Uub to initiate a conversation with Buu on the subject seemingly of his own volition.

...and so as to have more to say than that, I agree that the art on the last page looks really good. That grin on Anju's face especially looks like something Toriyama would draw.
