I'm pretty sure it's a Vegetto production sketch from the Daizenshu, actually. I can't find the image I want and I'm too lazy to take one myself, but it's a black and white version of this:

Like I said, it's the Vegetto. I mean, he's on the sheet and traced almost line for line. You can see it in the arm behind the body, neck and leg positions on all the other characters too. The Tenkaichi Vegeta has very different angles...

Yay but compare the arms and legs. We see more of the left(Right side for us) side than the right(Left for us) while Vegetto you see more of the right(Left for us) than left(Right for us)
