When Batman: The Animated Series showed Robin's origins, they knew their rules and boundaries. So they were able to work around these, and make a scene that was emotionally powerful moment without having to cover up anything. The scene was made AROUND the standards, NOT the other way around.
When censorship hit Batman Beyond: Return of the Joker hard after it had already been made, the original scenes were hurt because they weren't made for those standards. The standards were worked into the scenes. This hurt presentation, it hurt the story, and it made parts of the film just look stupid. These scenes weren't made for the new standards that were imposed on it after the fact.
