It's not exactly what happens in the English dub, but it is what happens in the Japanese version. In the English dub, the characters speak in English but their voices are made to sound like they're underwater, and that freaky "spine chill" voice effect FUNi is so fond of is added underneath it. No Namekkian language can be heard under the dialogue.
BGM forever! If only more people paid attention to it... well, I intend to change that.

They didn't censor the violence of Goku and Raditz's death to make it look more like the manga. To fix the excessive blood in that scene(and replace the gore with a bruised stomach) is never anything fans of the manga have decried as inaccurate to the original manga while plenty of more glaring inconsistencies have remained uncorrected.
It was because it's a show being broadcasted on a weekend morning now, in 2009. There's several reasons I can think of as to why Toei would censor some of the violence in the show now, but until we see more deaths I guess we'll just have to wait and see if they continue with the censoring or not!
