Well, think of it this way: Japan doesn't have English as a primary language. And, going by legal viewing without breaking region protection, the only English speaking countries that are Region 2 use PAL instead of NTSC (at least, I'm fairly certain on this). That's ignoring the whole 'nearly every import I've owned from Japan says 'FOR JAPAN ONLY' in big fuck-off print' point though ;p
