Nope, no formulas here. There's no evident consistency in the story, and nothing given to us beyond "stronger than the sum of the parts" and "Potara Fusion is better than the Fusion Dance." Which means there's probably way too many variables to consider. Especially with Potara, which doesn't have the Fusion Dance's body/power requirements and thus can probably be affected by a vast number of things. Gotenks: Before the Room of Spirit and Time, his Super Saiyan self is a small notch weaker than SS2 Vegeta or Goku (as I think is the simplest interpretation of what his Daizenshuu bio says). After it, his Super Saiyan is on-par with Fat Boo and about half as strong as SS3 Goku, and his Super Saiyan 3 thus caps out about 4 times stronger than Goku's. Gogeta: Old Kaioshin plainly says that Goku and Vegeta were the primary reason for Vegetto's strength, not the Potara. Which leads me to believe Gogeta wouldn't be all that far behind, probably only a few times weaker. I see him about equal with Gotenks- or Gohan-absorbed Boo as a regular Super Saiyan. Super Saiyan 2 then puts him well beyond them but still somewhat weaker than Super Vegetto.
Kuhan: ("Gokan" is apparently a word for "rape" in Japanese, so I use this fan-name instead.) A Goku-Gohan Potara Fusion would be tricky... because Goku and Gohan's powers worked very differently at the time. Goku gets 99% of his power from Super Saiyan 1 through 3, while Gohan had way MORE power than Goku WITHOUT any Super Saiyan forms. So I think a Fusion between them would be like a hybrid... an extremely powerful base form which only doubles or something with Super Saiyan. So he'd be able to handle Boo with his mega-base like Kaioshin suggested, but as a Super Saiyan would still be weaker than Vegetto, who was labeled "definitely strongest."
Vegetto: Probably about 3 times stronger than Gohan-Boo as a Super Saiyan. He was completely humiliating Boo without even using his full power. I don't care about filler and thus his base form isn't important... but working backwards from Super Saiyan, it'd be on a high Super Saiyan 2 level. Maybe almost as strong as Fat Boo.
Merged Kaioshin: The closest thing I have to a "formula" for Potara Fusion is a nifty fan-theory I've adopted. It says that even though Potara doesn't require the individuals to be similar like the Fusion Dance does, it still yields a better Fusion if they are similar. All else being equal, an optimal Potara Fusion will end up a good chunk stronger than a Fusion Dance by the same two people. But if they're not a good match, then the resulting power boost could be significantly less.
So this is what I think happened for Kaioshin and Kibito. They're the same race (Core-people), but drastically different in body and power. So Kaioshin (a bit behind the Super Saiyans) and Kibito (around as strong as the base Saiyans) only ended up a few times stronger via the Potara, and the resulting merged Kaioshin was on a high Super Saiyan 2 level. He's significantly stronger, but still no real help against Majin Boo. Even SS2 Vegeta was more helpful because Kaioshin's generally inept and was better off being used for teleportation and healing than combat.
