It does relate to it, if Paragus appeared in M12.Why would he be haxed?He wasn't haxed in the anime at that time and he wasn't stated to have gotten any stronger in the film.
Bio Broly would get taken out by Cell easily and why would they be reffering to his weaker state?Again, Cell would probably put him in his place as SSJ, since M10 SSJ Broly is just stronger than Buu saga SSJ Goku.

His weaker then SSj2 goku, But goku kamehameha Didn't even kill him on the spot+ Another SSj2+SSJ. Pushed him into the sun then killed him. If you want to debate on SSj2 goku vs LSSj broly go to the other thread and please don't bring up the hell thing because it aint proof its just an assuption

We clearly see Goku and Pikkon alive(well, dead, but in perfect condition) in M12.We also see Paragus.So M12 is an sequel to M11 and since Goku states only Buu pushing him to SSJ3, it means SSJ2 Goku and Pikkon were enough to beat him.
