Gotenks Z3. I saw that fight and it's ridiculously unfair since fusion ki in this fight never runs out, and Gotenks will spam the crap out of teleporting and hyper mode it seems. From the runs it seems that's the hardest person to beat.
For me personally Super Boo was really good at kicking my ass. Also Kid Boo in Budokai 2....oh my god he was a pain. I had to keep chipping down his health and then losing. I never beat him at full health I think.

Given that his power rating was so low, Future Gohan in BT3. Had every type of move and for some reason, charged ki faster.

Pretty much any fight in B3 after Nappa. The NPCs just keep spamming Dragon Rush!
But overall Kid Buu in B3 was just aggravating! Heck I think that fight was the first time I've ever broken a controller in rage.

I'd have to go with Gotenks tournament fight in Budokai 3. If your difficulty is set any higher than Normal, he spam teleports/specials you to death. You almost cannot counter his teleporting and his ki never goes down. Neither of your fusions are timed in that fight and that's why it's my least favorite fight out of any of the games.

Omega Shenron, and Kid Buu in Budokai 3, they were beyond annoying.

Do the GT+BoG characters seem to have any special advantages compared to the majority of the cast, in xenoverse?

The typical top tier characters have high stats, more ki bars and stamina bars. BOG characters seem to be above them and GT characters are even more absurd. That said, you can still beat them with most the normal characters (especially Saiyans who can transform and spam attacks), you just need to actually know how to play the game and be good at it. You can probably forget about taking out SS4 Gogeta or Super Yi Xing Long with a Saibaiman though, unless you are absolutely godly at the game because some of their ultimates will basically wipe out your entire health bar from what I've seen.

In a game like this, the top-tier characters in the show are rather overpowered to emphasize this fact in games.
I remember in the first Naruto game that Orochimaru was essentially a complete god. Guy moved crazy-fast and hit hard as rock.

This. This.This. OMG I never beat it. I would just match him with teleporting until I'm too tired to press the button or I slip up and get knocked out of bounds. and fighting Super Buu inside Buus body was just frustrating!

I think the hardest I have ever had to play was Kid Buu in Infinite world on fighters road. It drives me nuts!! I can only get an A on that fight

SS Vegetto from Budokai 3 was pretty insane.
Remember in Budokai 3 how you had tall and small ki bars, and that the tall ones would automatically refill while the small ones would fall over time? All 7 of Super Saiyan Vegetto's ki bars were tall, and I believe he was the only character in the game that had that setup. If I'm not mistaken, SS Vegetto also had the highest-tier ki attack. What I mean by that is, if you used Kamehameha vs. Gyarikku-Ho, they'd collide and you'd have to spin the control stick to win the beam struggle. But if you used Majin Vegeta's special ki blast, it would travel through the Kamehameha and hit your opponent every time. Above even that was SS Vegetto's special ki blast which would travel through even Majin Vegeta's. And on top of all of this he had ridiculous stats.

I forget that DBZ Card game (the Japanese one, not the American one- it used game cards not playable card) but I know that Vegetto was an unlockable character. He also had the craziest-high stats in the entire game.
