In Jaco, we learn that 100 Billion Zeni = 150 Billion Yen.
So 100 Zeni = 150 Yen = $1.28 US dollars, or 1 Zeni = 1.28 US pennies.
However, this was set in Age 739, which equates to 1974, so the American currency example doesn't take inflation into account.

I suppose the best answer is just that it depends on when you are asking.
Jaco is set in AGE 739 and explains how Capsule Corp obtained the technology for flying cars. In it, we're told a 1Ƶ is worth 1.5¥.
In the Super Exciting Guide's Character Volume, Toriyama tells us he likes to think of a zeni being the same as yen to keep things simple, and then goes on to explain about the price of Hoi-Poi capsules being implemented on air cars and houses. So, despite being an interview, the information seems relevant to the Dragon World after Jaco.
So, it's always around a yen, but like all currency, it seems capable of fluctuating.
