So which villains never met Goku in the anime, manga and movies? So far I can list down:

#17 (Not counting Super 17)
Bio Broli
Bojack and his gang
Cui
Dodoria
Guldo (Manga only)
King Cold (Manga only)
Saibamen
Zarbon

Any others?

In GT he met Goku if we consider Super 17's consciousness seemed to be the corrupted consciousness of Lapis instead of vanishing by fusing with that Machine Mutant. He seemed to be corrupted and remained that as Super 17 instead of actually vanishing by fusing consciousnesses. I guess that other 17 really just kinda had a brainwashing effect but was no complete individual being.

Well, just as you said, Android 17. As Super 17 is not really the same character.

Well, if we count every single part of franchise here, then:

Chilled, Bibidi, Mamba, Lord Yao, Susha, Torga. All the saiyans shown in Bardock: Father of Goku (besides obviously Vegeta and Nappa), if we count them as such. All Tuffles shown in GT and Dragon Ball: Plan to Eradicate the Saiyans/ Dragon Ball: Plan to Eradicate the Super Saiyans as well, with probable exception of Tuffle King (though Baby is not exactly him) and Dr. Raichi, who also wasn't seen by Goku in his real body, only in Ghost form, original Super Saiyan, being it villain or not, all of saibaman, Garlick (not Junior), Mustard, Vinegar, Salt and Spice (Garlick Jr's henchmen from Garlick Jr arc in DBZ), Future Androids 17 and 18 (not met by Goku from both timelines), Future Dr. Gero, Present Cell, Future Trunks' timeline Cell, Tagoma (not sure about it though), whatever guy was

in RoF, Shisumi, if I am not mistaken (again not sure), Maloja, Dr. Collie, as well as Lord Jaguar, all evil Gods of Destruction (as for now

I almost forgot about the Saibamen. Well Bibidi and Chilled before Goku's time, I was talking about villains in Goku's life time.

Well, guess, saiyans besides Vegeta, Nappa and Raditz don't count as well then, just like Tuffles. What about Mamba and others, it is arguable if Goku was alive at that point. And I am not even sure if Android 18 and 17 were even ready by the point of Future Goku dying, but they certainly existed as simple humans at that point, as well as Future Dr. Gero. Garlick... I am not sure in what age their confrontation with Kami took place. Most likely before Goku was born, though. Present Cell counts, I guess, while Future one... Not sure as well, as he should have been in development, but when this development started, I don't know. If it started right after Goku killed King Cold (in that timeline), then I guess, he counts as well.

Them too. Not sure if they count as villains though. And Goku (maybe, don't remember well) met one or two of them in 21st World Martial Tournament during their fight with Krillin.

Actually, Kakarot not even met King Cold as he was the one who defeated him... Future Kakarot, of course. Don't know if you aren't accepting other timeline, but in general, Kakarot indeed met King Cold. And that was stated in the manga.

He never met General Blue's B-squad (the ones who attacked Kame House), right? And of course Violet and Copper, as far as named Red Ribbon officers who escaped his wrath.

Wasn't present to meet any of Garlic Jr.'s new henchmen in his arc in the anime either.
