Why is 17 still alive?

Yamcha wished for everyone killed by Cell and the androids to be revived. But it was shown that 18 was still alive inside of Cell when Gohan made him throw her up, so the same must be true of 17. That means that Cell didn't kill 17, Gohan did. So 17 shouldn't have been brought back with the wish.

Didn't #17 die when Cell self-destructed on King Kai's planet? I always assumed he died there and then wished back after the Cell Games.

#17 died when Cell blew himself up. Cell found away to become his Perfect Form again after he blew himself up.

Actually that was a combination of both Zenkai and regeneration. That is why he was able to return into his Perfect Form (with Zenkai providing his Super Saiyan 2) without the need to absorb him again.

Basically they are dead already when converted to energy - unless their essence is still in Cell and can be re-converted as seen with 18. So not alive in a normal way but ultimately gone when Cell is gone.

Unlike 16, who was 100% robot and not technically a living being, 17 was a cyborg. That makes him a human, so the wish probably brought him back.

I realize the answer is "Because GT/movies", but why do we see 19 in the Super 17 saga and Misokatsun and Ebifurya in Fusion Reborn, if they're entirely mechanical too?
