Not worth paying attention to, if it was a proper attempt it would have seen a BD release.
Don't forget that they still don't have good audio masters (like everyone else does).

If this is actually real, then I'm betting it's just going to be an upscale. Toei's Sailor Moon Blu-Rays were also upscaled despite them presumably still having the original 16mm film, so I don't see why it would be any different for Dragon Ball.

It's not going to be the AB remasters. As has been said it's likely just an upscale and nothing to be too excited about. If it's a one-off for a film festival TOEI won't splurge for a good remaster.
